On November 1, during the "2010 China International Textile and Garment Trade Development Forum" held at the 108th Canton Fair Complex, Huang Yuefeng, Director of the Textile Division under the Department of Foreign Trade at the Ministry of Commerce, emphasized that despite progress, the textile and apparel trade sector in China still faces significant challenges from both domestic and global perspectives.
Globally, the lingering effects of the financial crisis continue to impact market stability. Economic recovery remains uncertain, with consumer demand in developed nations shrinking and shifting toward more affordable products. Domestically, as China transitions into a middle-income country, rising labor costs and other production expenses are eroding traditional competitive advantages. This makes the need for transforming trade strategies more urgent than ever.
Huang highlighted that the Ministry of Commerce will prioritize innovation, focusing on research and development, brand building, and expanding marketing channels in line with the "Twelfth Five-Year Plan." The goal is to help textile and apparel exporters enhance their positions along the industry's "smile curve." This includes improving the quality of foreign trade through better public service platforms and accelerating the shift from "manufacturing and exporting" to "designing and manufacturing." Stronger foreign trade enterprises are encouraged to move up the value chain by investing in design and expanding sales networks both domestically and internationally.
According to customs data, from January to September this year, China’s total import and export volume reached $148.68 billion, a 37.9% increase compared to the same period last year. In the textile and garment sector, total trade reached $164.41 billion, up 22.75% year-on-year. Export values alone hit $149.81 billion, reflecting a 23.1% growth over the previous year. These figures show the resilience of China’s textile and apparel industry amid ongoing challenges.
