On November 1, during the "2010 China International Textile and Garment Trade Development Forum" held at the 108th Canton Fair Complex, Huang Yuefeng, Director of the Textile Division under the Department of Foreign Trade at the Ministry of Commerce, highlighted the ongoing challenges facing China’s textile and apparel trade. He emphasized that both domestic and international factors continue to shape a complex environment for the sector.
From an international perspective, the lingering effects of the global financial crisis still pose significant risks, with uncertainty surrounding the pace of global economic recovery. As a result, consumer demand in developed markets has declined, with a noticeable shift toward more affordable products. This trend puts pressure on Chinese exporters who rely heavily on these markets.
Domestically, as China transitions into a middle-income country, rising labor costs and other production expenses are eroding traditional competitive advantages. This makes it increasingly important to accelerate the transformation of trade strategies and move towards higher value-added industries. The need for innovation, brand building, and improved marketing channels is more pressing than ever.
In response, the Ministry of Commerce plans to focus on enhancing independent innovation and improving research, development, and branding efforts in line with the goals of the “Twelfth Five-Year Plan.†The aim is to help textile and apparel companies upgrade their positions along the industry's "smile curve." On one hand, the government will work on strengthening public service platforms to improve the quality and efficiency of foreign trade. On the other hand, it will push for a shift from mass manufacturing to design-driven production, encouraging leading foreign trade enterprises to expand their operations into high-end design and global distribution networks.
According to customs data, from January to September this year, China’s total import and export volume reached $148.68 billion, representing a 37.9% year-on-year increase. During the same period, the total value of textile and apparel trade hit $164.41 billion, up 22.75% compared to the same period last year. Specifically, exports of textiles and clothing totaled $149.81 billion, marking a 23.1% rise over the previous year. These figures reflect the resilience and growth potential of the sector despite the challenging landscape.
