China's first casual wear industry development planning white paper released

At the 10th China Leisure Clothing Fair, a press conference was held where the first "Shaxi Leisure Clothing Industry Development Planning White Paper" was officially released. This document summarizes the remarkable development of Shaxi's leisure clothing industry over the past decade and outlines future strategies for its growth. Deputy Mayor Feng Yurong emphasized that the "White Paper" serves as a guiding document for the development of the Shaxi garment industry, offering macro-level insights to support the transformation and upgrading of the broader textile and clothing sector in Zhongshan. The White Paper was commissioned by the Shaxi Town government and developed by the Guangdong Apparel Association, with the Blue International Investment Advisory Co., Ltd. Industrial Economics Research Center leading the effort. A team of experts from the Chinese casual wear industry conducted extensive research, visiting numerous enterprises, professional markets, and relevant departments. Surveys were also carried out through questionnaires to collect comprehensive data on the current state of the Shaxi clothing industry. The entire process took several months to complete. Comprising 11 chapters, the White Paper is divided into four major sections, covering the current status of the national and Guangdong apparel industry, trends in China's garment industry clusters, and an in-depth analysis of Shaxi's clothing industry, including its strengths, weaknesses, challenges, and future directions. The global financial crisis of 2008 had a significant impact on the Chinese apparel industry, triggering major structural changes in the market, product offerings, industrial organization, and regional distribution. In response, the industry is gradually evolving into a new pattern. According to the White Paper, while Shaxi's garment industry has successfully weathered this economic storm, it still faces internal challenges such as a lack of international brands, low-end products, limited added value, weak intellectual property awareness, chaotic competition, insufficient core competitiveness, and a shortage of skilled professionals and managers. Family-style management remains a common issue, and the professional markets are not yet of high quality. Additionally, upstream and downstream enterprises lack strength, limiting their overall driving force. Looking ahead, Shaxi aims to reposition itself in the next decade. How will the town's clothing industry survive in the competitive market? How can it continue to thrive and once again lead the Chinese casual wear sector? To address these questions, the Shaxi Town government seized the opportunity of the 10th Service Expo to reflect on the industry's development and plan its future course, coinciding with the 10th anniversary of the China Leisure Wear Expo. The White Paper sets out three development stages for the next ten years. From 2010 to 2012, the focus will be on establishing key projects such as the "Shaxi T-shirt Launch City," "China National Costume Expo," "China Leisure Cultural Creation Park," "China Casual Wear Outlet Manor," and the "Shaxi Leisure Costume Cultural Square." The goal is to have 1-2 enterprises reach over one billion yuan in output, with 30 companies joining the billion-yuan club and the town’s garment industry output exceeding 22 billion yuan. From 2013 to 2016, Shaxi aims to become the cultural capital of casual wear, transitioning from traditional manufacturing to a fashion-driven industry. Finally, from 2017 to 2020, Shaxi plans to transform into a high-quality LOHAS (Lifestyle of Health and Sustainability) model town, becoming a livable, tourist-friendly, and innovative hub. It will serve as a base for advanced garment manufacturing, brand concentration, creative incubation, trend dissemination, and product distribution. To achieve these milestones, the White Paper proposes specific measures to improve the Shaxi industrial cluster model, upgrade the garment industry, and rebuild the regional brand of Shaxi.
