At the 10th China Leisure Clothing Fair, a press conference was held where the first "Shaxi Leisure Clothing Industry Development Planning White Paper" was officially released. This document summarizes the remarkable development of Shaxi's leisure clothing industry over the past decade and outlines its future strategy. Deputy Mayor Feng Yurong emphasized that the "White Paper" serves as a guiding document for the development of Shaxi's garment industry, providing essential macro-level insights for the transformation and upgrading of Zhongshan’s broader textile and clothing sector.
The White Paper was commissioned by the Shaxi Town government and developed in collaboration with the Guangdong Apparel Industry Association, Blue International Investment Advisory Co., Ltd., and the Industrial Economics Research Center. A team of experts from the Chinese casual wear industry conducted extensive research, visiting numerous clothing enterprises, professional markets, and relevant departments. Surveys and questionnaires were also used to gather firsthand data, making this report a comprehensive and well-researched analysis of the industry.
Divided into 11 chapters, the White Paper covers four main areas: the current status of the national and Guangdong garment industry, the development trends of garment clusters in China and abroad, an in-depth analysis of Shaxi's clothing industry, including its strengths, weaknesses, challenges, and future directions.
The global financial crisis of 2008 had a significant impact on the Chinese garment industry, prompting major adjustments in market structure, product offerings, and industrial organization. Amid these changes, Shaxi's garment industry not only survived but also revealed some internal weaknesses, such as a lack of international brands, low-value products, weak intellectual property awareness, and insufficient core competitiveness.
To address these issues, the Shaxi Town government seized the opportunity of the 10th Service Expo to re-evaluate the industry's development and plan its future direction. The White Paper outlines a 10-year development roadmap divided into three stages:
From 2010 to 2012, Shaxi aimed to establish itself as a T-shirt capital, host the National Costume Expo, and develop a Leisure Cultural Creation Park, among other key projects. The goal was to have 1–2 companies reach over one billion yuan in output value, with 30 companies entering the billion-yuan club and the town's total garment output exceeding 22 billion yuan.
From 2013 to 2016, Shaxi sought to become the cultural capital of casual wear, transitioning from traditional manufacturing to a fashion-driven industry.
By 2020, Shaxi aimed to transform into a high-quality LOHAS (Lifestyle of Health and Sustainability) model town, becoming a hub for advanced garment manufacturing, brand clustering, creative incubation, product release, and distribution.
The White Paper provides specific strategies to enhance the Shaxi industrial cluster, upgrade the garment industry, and rebuild the regional brand. It reflects a clear vision for the future of Shaxi's leisure clothing industry, positioning it as a leader in China's fashion landscape.
